Can You Still Afford to Live in Chicago?

Here is an op-ed by Edward McClelland from www.nbcchicago.com. The piece discussed the mayor's fee and fines increase proposal which has been a big subject in the news the last few days. One question I have; will the speed camera catch fleeing criminals? If so I think they are worth at least a two year trial period!
